Richard D. Koury, President and CEO
Mr. Koury has 23 years of experience in the construction industry and has overseen the Koury companies for 15 years. Mr. Koury worked as a licensed inspector for 12 years and his companies have since grown to include a dedicated staff of 130 and an extended family of consultants. Mr. Koury manages day-to-day operations, maintaining highest standards to ensure customer satisfaction and excellence in project delivery.

Dave Menefee, Senior V.P.
Mr. Menefee has more than 16 years of experience in inspection and testing supervision and 34 years in the construction and construction management industry. He has successfully completed hundreds of projects in California. Some recent projects he has managed are: Cerritos Library, Cerritos Center for the Performing Arts Office Block Expansion and John Wayne Airport Parking Structure. Mr. Menefee directs the daily operations and has developed a proven record of accomplishment for organization and outstanding quality assurance supervision. Mr. Menefee was the recipient of the Western Council of Construction Consumers (WCCC) 2003 Distinguished Project Award for Construction Management of a public building. Mr. Menefee’s organizational skills and inspection knowledge enable Koury Engineering & Testing Services to be the best.

KOURY GEOTECHNICAL SERVICES

Shawn Ariannia, MSCE, P.E., Vice President
Mr. Ariannia has more than 22 years of experience in design, supervising and technical management of major projects in both structural and geotechnical fields. Mr. Ariannia has been involved in major projects such as power plants, cooling towers, silos, bridges and medium to high-rise multi story structures. Mr. Ariannia graduated with a Masters Degree in civil engineering in 1985. For more than 6 years, he has worked as a specialist in troubleshooting of structures, design and implementation of retrofit/re-strengthening methods for various kinds of structures and foundations. The breadth of his experience includes geotechnical analysis and material testing, field and laboratory test management, slope stability and liquefaction analysis, seismic hazard evaluation, pile and earth retaining structures design, design and implementation of repair and retrofit methods relevant to soils, foundation and structural behavior for different types of structures.

Edward Castellanos, P.E., G.E., Principal Engineer
Mr. Castellanos has more than 31 years of experience as an engineer and is an expert in geotechnical explorations; laboratory testing and analysis’ design recommendations; report and specification writing; construction quality control and assurance. Mr. Castellanos has his MS in geotechnical engineering from the University of California, Berkeley. Mr. Castellanos has worked for the state, grading engineering registration examinations as a grader and for the City of Los Angeles reviewing geotechnical reports prepared by consultants. Mr. Castellanos is a highly qualified engineer with great management skills.

Ron Hanson, Senior Geologist
Mr. Hanson is a California Registered Geologist with more than 23 years of experience in performing geological/geotechnical investigations, geologic inspections and preparing of geological reports. He has worked in numerous grading operations. He was the head Geologic inspector of the CC Ranch project in Castaic, a large project that consisted of four million yards of soil being moved. He performed geologic mapping for fault evaluations at the Seven Oaks Dam Project. He also worked on the widening of the Garden Grove Freeway (State Route 22) inspecting fill slopes, subgrade preparation and over excavation of unsuitable material.

Tammie Noble, Geologist & Office Manager
Ms. Noble graduated with a Bachelors degree of Science in Geological Engineering from the University of Missouri, Rolla. She has more than 6 years of experience in office management and engineering fieldwork. Some of her engineering experience involved tasks such as performing quality assurance on large geotechnical projects; verifying compaction, soil quantities and placement tests; developing daily entry log for client samples; preparing lab safety procedures, reports and training manuals; preparing and reviewing technical data and checking calculations of various reports. Her managerial experience involves duties such as overseeing construction material and geotechnical testing; assigning technicians to various projects; training personnel and interviewing new employees. Ms. Noble has great management skills.

Matin Noorzay, Staff Engineer
Mr. Noorzay has more than 10 years working experience in mechanical and technical drafting. He is experienced in conducting and monitoring soils investigations at the job site. He is experienced in soils investigations, drilling, logging and sampling. He has more than 15 years of customer service work in for-profit and non-profit organizations.

Mohsen Rahimian, Staff Engineer
Mr. Rahimian has more than 21 years of experience in design and construction and technical management in structural and geotechnical fields. He has been involved in many projects such as industrial plants, water supply plants and medium to high-rise multi-story structures. He has conducted and performed numerous project functions including design and construction phase, quality control, time and cost management. Performed and managed tests on concrete structures and geotechnical investigation jobs for a variety of projects.

L. Tucker Evans, Field Operations Manager
Mr. Evans has over 32 years of construction experience and is certified in all aspects of special inspection. Mr. Evans reviews all inspection reports and assures the project inspections are performed to the applicable codes and standards.

Chris Loera, QA/QC Manager
Mr. Loera oversees all inspection personnel to assure all are properly trained to perform the tasks they are assigned. Mr. Loera assures that all testing equipment is properly calibrated and facilitates our accreditation testing with AMRL, ACE, DSA and CCRL. Mr. Loera’s efforts assure Koury Engineering & Testing Services provides the best quality assurance and quality control for project inspection and material testing.

Allen Brock, Chief Estimator
Mr. Brock has 12 years of construction experience and is well versed in all aspects of project inspection. Mr. Brock heads our sales staff and reviews proposals to assure the client gets the most comprehensive proposed budget. Mr. Brock is an expert at construction inspection specification interpretation.

Debbie Brock, Project Manager
Mrs. Brock has more than 11 years experience in project management and construction inspection sales. Mrs. Brock is an award winning project manager and her attention to detail makes her an asset to our team. 

Yolanda Mason, Project Manager
Ms. Mason has more than 16 years of sales experience. The last 14 years as a sales manager with a large retail chain in Southern California. Her knowledge of retail marketing sales and customer service profiled her into a facilitator trainer for 2 years. Ms. Mason's knowledge of marketing and her driven commitment to customer satisfaction are what enables Koury to continue to set the standards in the industry.
